Those Fable NPCs Were Handcrafted, Not Randomized

I love immersive game worlds, especially in RPGs, where I can completely shut myself off from the outside world and “live another life,” as our savior Todd Howard likes to say. Growing up, Fable was right there alongside The Elder Scrolls to satiate that itch. In many ways, it still is today. But the upcoming Fable game looks set to take the series to new heights, with an expansive open world, over 1,000 NPCs, improved combat, and greater overall immersion. And hey, those Fable NPCs were handcrafted, not randomized, making for an even more immersive game world!

Fable Procedural NPC Generation Tossed Out For Handcrafted Characters

I’ll be the first to admit that when I first saw how expansive the game world is in the upcoming Fable, I was wary. Was it too much? What about the characters? Would they feel generic or full of life? As it turns out, developer Playground Games thought similarly and ultimately decided to toss out the procedural generation techniques for NPCs in Fable in favor of handcrafting each character.

While speaking to GamesRadar+, Fable director Ralph Fulton explained how the studio designed its NPCs, saying:

We individually picked everything about every NPC to make it into an NPC that you could read, that made sense top to bottom. We originally had a tool that would randomize it, and just ‘roll’ an NPC, and that would have been a massive labor-saving device. That would have saved us so much time, but what we found was, they just didn’t make as much sense.

On the topic of Fable NPC personalities, these handcrafted characters feature unique traits, some of which will help or hinder your business empire. Some traits, for example, may offer a 20% boost to your profits.

Fable launches on February 23, 2027, for PC, PlayStation 5, and Xbox Series X/S. Oh, and it’s coming to Game Pass the same day.

Are Fable’s NPCs procedurally generated?

Not in their overall design, no. Playground Games decided to handcraft every NPC in Fable individually, giving the development team total control over each character’s appearance, personality, home, job, schedule, and other key details.

However, each of these characters still operates within a complex system of schedules, relationships, reputations, and other variables. Those systems have some procedural mechanics in place to keep things immersive and ever-changing, but the design of each character is wholly unique.

How many NPCs are in Fable?

Fable features a “Living Population” system with over 1,000 unique characters across Albion. Each NPC has their own personality and life that continues independently of the player.

Are Fable NPCs handcrafted?

Yes. Playground Games explicitly stated it made the decision to design every NPC by hand after its procedural-generation experiment failed. The design of each character includes a personality trait, home, job, schedule, voice, relationships and opinions, and other characteristics.

Are Fable NPCs fully voiced?

Yes, every NPC in Fable is fully voiced. Playground Games says it brought on approximately 100 voice actors to cover the Living Population mechanic, so there may be some overlap, but each character has a voice.
